Ministry of Education Israel

Ministry of Education Israel
The Ministry of Education is charged with administering Israel's education system and its institutions: preschools, elementary and secondary schools, institutions of higher education, and informal education frameworks.
Succeeding the Jewish National Council's Education Department, the Ministry was established in 1949, with Zalman Shazar as the first Minister of Education. At that time, Israel's education system was semi-private, with most of the nation's schools belonging to one of four education streams: the Labor stream, the general stream, the religious stream, or the independent system of Agudat Israel.
In 1949 the Knesset passed the Compulsory Education Law, which mandated that Israeli pupils attend government-recognized schools only. From that time on the Ministry began founding its own schools in the immigrant and refugee absorption camps, and prohibited the establishment of competing schools. Disagreements arose among religious factions, which argued that these Ministry schools did not allow pupils to study Torah as they wished. Accordingly, the Ministry, under the leadership of Professor Ben-Zion Dinur, spearheaded the 1953 enactment of the State Education Law, which nationalized schools of three of the education streams, uniting the Labor and general-stream schools in order to form the state education system, and turning the religious-stream schools into Israel's state-religious education system.
Over the years, Israel's education system has undergone a great many structural, organizational, legal, and curricular changes, although many of the institutions that emerged during the pre-statehood period are still in existence.
In the past, the Ministry of Education was responsible for overseeing Israeli cultural activity – film, theater, television, and music – and was also in charge of sports. These areas are now under the responsibility of the Ministry of Culture and Sport.

In 2005 the Italian Ministry started working on the Italian Qualifications Framework, in compliance with the procedures established at European level (QF-EHEA): a team formed by technical consultants of the Ministry and the Italian Bologna Experts was set up and started working on the first draft of the Italian Qualifications Framework. The final outcome of their work was carefully scrutinized by numerous parties: the competent internal department and the Directorates General of the Ministry; the relevant institutional representative and consultative bodies, such as the National University Council (Consiglio Universitario Nazionale); the National Council of University Students (Consiglio Nazionale degli Studenti Universitari); the Conference of Rectors of Italian Universities (Conferenza dei Rettori delle Università Italiane); the National Council for Higher Schools of Arts and Music (Consiglio Nazionale per l'Alta Formazione Artistica e Musicale); the social partners and the professional associations. In 2010 the Italian Qualifications Framework (QTI) for Higher Education was adopted and published by the Ministry with reference to Qualifications Framework for the European Higher Education Area. Starting from 2008, MIUR participated to the Inter-Ministerial Committee to draft the Italian Referencing Report to the EQF, adopted in 2012.
